Harmful Algal Research and Response: A Human Dimensions Strategy (HARR-HD) justifies and guides a coordinated national commitment to human dimensions research critical to prevent and respond to impacts of harmful algal blooms (HABs). Beyond HABs, it serves as a framework for developing hu-man dimensions research as a cross-cutting priority of ecosystem science supporting coastal and ocean management, including hazard research and mitigation planning. Measuring and promoting commu-nity resilience to hazards require human dimensions research outcomes such as effective risk commu-nication strategies; assessment of community vulnerability; identification of susceptible populations; comprehensive assessment of environmental, sociocultural, and economic impacts; development of effective decision support tools; and improved coordination among agencies and stakeholders. HARR-HD charts a course for human dimensions research to achieve these and other priorities through co-ordinated implementation by the Joint Subcommittee on Ocean Science and Technology (JSOST) In-teragency Working Group on HABs, Hypoxia and Human Health (IWG-4H); national HAB funding programs; national research and response programs; and state research and monitoring programs. There is compelling evidence that increased gender equity can make a significant contribution towards alleviating poverty and increasing food security. But past efforts to integrate gender into agricultural research and development practice have failed to address the inequalities that limit women’s access to agricultural inputs, markets, resources and advice. A Gender Transformative Approach (GTA) goes beyond just considering the symptoms of gender inequality, and addresses the social norms, attitudes, behaviors and social systems that underlie them. The CGIAR Research Program on Aquatic Agricultural Systems (AAS) has placed the GTA at the heart of its gender strategy. This workshop was an opportunity for researchers, practitioners and donors working in this area to address the challenge of how to translate this approach into actual research and development practice. The workshop recommended that a GTA should be adopted alongside, not instead of, existing efforts to reverse gender disparities in resources, technologies and markets. It is through this pairing that improved social and material outcomes can be achieved, with the expectation that when achieved together, both types of outcomes will be more lasting than if achieved individually.

The CGIAR Research Program on Aquatic Agricultural Systems (AAS) is pursuing a Research in Development approach that emphasizes the importance of embedding research in the development context. Reflecting this emphasis the six elements of this approach are a commitment to people and place, participatory action research, gender transformative research, learning and networking, partnerships, and capacity building. It is through the careful pursuit of these six elements that we believe that the program will achieve the development outcomes we aspire to, and do so at scale.

This working paper aims to synthesize and share learning from the experience of adapting and operationalizing the Research in Development(RinD) approach to agricultural research in the five hubs under the The CGIAR Research Program on Aquatic Agricultural Systems. It seeks to share learning about how the approach is working in context and to explore the outcomes it is achieving through initial implementation over 3 ½ years. This learning can inform continuation of agricultural research in the second phase of the CGIAR research programs and will be useful to others aiming to implement research programs that seek to equitably build capacity to innovate in complex social-ecological systems. Each of the chapters in this working paper have shown that RinD has produced a range of outcomes that were often unexpected and broader in scope than might result from other approaches to agricultural research. RinD also produces innovations, and there is evidence that it builds capacity to innovate.
